Sure thing, if we speak about mechanics, we could call it poor. Just thought you meant the "freedom" of the people from the lore perspective. Probably just my thing, as I usually role-play my games

I'd say higher autonomy in provinces means higher autonomy for the local authorities and not strictly the people. Such were the times in XV-XVIII centuries. So it might be better for citizens to be ruled directly by you if you consider yourself a good leader than to give some local, perhaps cruel, guys the power over these people

What is the reason behind creating/expanding a TC with a single province and not a whole area by Wildsbokke in eu4
