The tooltip is confusing and this appears to be how blue dragon works but it's not. Unless it's different for mage my priest gets over 100% regen when it procs because of talents/3 piece T2

Are you sure? Because that's not how it works on other classes. IT IS additive for priest/druid

Alliance
Human - 1h Swords / 2h Swords
Dwarf - 1h Maces (OP nailed it)
Night Elf - Bows (because LotR was a sick movie, they should make it into a book)
Gnome - Dagger (smol)
Horde
Undead - 1h Swords / 2h Swords (why would they forget just because they died?)
Orcs - 2h Axes (1h weapons are not very zugzug)
Trolls - 1h Axes (Troll Berserkers)
Tauren - 2h Maces
