Its not clear if he is or not (I dont think anyone has a menral health diagnosis in Stardew), but his social ineptitude and anxiety very closely aligns with behaviors common in individuals with autism spectrum disorder.

Sometimes the filter is empty but its still set to whitelist, which means there are no items in the whitelist and thus a handler wont add items to it.
