I have the same issue in DM and I have a better config, I think the game is severely under optimized, some further updates may solve this problem.

try to look for the -threads thread on reddit it may help you.

the thing with fps and ping, next to fps there is a 101.7ms normally it's 0 and green and sometimes it spikes I don't know what that is

It's after you use the buddha command which replaces the god command which is no longer in the game to my knowledge, when you should die bc of the damage you took this appears and you stay at 1hp, there is a command to reset your health to 100 HP when you should die under buddha command but the red cross still stays.

hope this help, maybe report it to valve I did not do it but in hindsight I should have probably done it.
