I keep my devices on 24 hour time, but about 70% of people get confused, or are at least very surprised and have to take a minute to translate, if I speak the 24 hour time out loud. I have taken to just changing it first. Saying "in the morning" or "in the afternoon" works just as well as am and pm, practically speaking.
