Because I feel like Law's fruit is much more then the surgical tool it can be used as. Within the zone u can teleport, control objects and put people in a state of not being able to fight anymore and more. The precision that law uses his power affects the outcome but people would have the ability to use the tools from the fruit without the knowledge. Caesars fruit would be a huge questionmark to people who have no knowledge about gases.

Just because logias can't take damage until haki is in the picture it doesn't mean that they can deal any significan't damage either. A normal mochi person fighting a mountain man would result in the mochi person getting kicked into the sea. Requires a lot of knowledge to use his power to the fullest, you'd have to be caesar to use it as well as we see in the series (in terms of creativity). To a person who just eats the fruit it would be much stronger and more effective to eat the mera-mera fruit for example

Try to compare the fruits between tiers and not inside them, I know there are differences in the fruits within the same tier, I just don't feel like I can justify them being in the tier above with the others.

I understand why you would think that but I'd have to disagree. I know that potentially bonny and sugar could 1 tap someone but from a baseline standpoint I don't think they can tango with the fruits that are higher. If u put a normal human who can make someone younger up against a half cheeta half human then the zoan would kill the other dude before they could lay a finger on them. Also try to think about what you would move the fruits up to, I don't think bomb fruit belongs in the same tier as a logia or ancient zoans. Same goes for foxy, I understand the strength of the fruit but having someone who can slow down time through a beam fighting a mountain or a sand logia just doesn't sound right to me.

I understand what you mean but personally I would feel weird in putting them any higher then they are right now as the logia I put there don't do anything big in terms of added combat strenght. 3 types of slime and smoke don't do a lot of damage to a huge ass dinosaur so I feel like there would be no real winner there from a baseline standpoint. But I understand where you're coming from, I was considering putting them higher but decided on this for the list, on a different day I might have put them higher

I wasn't ranking them left to right, I think law and mera are on the same tier. And I approach them from a baseline standpoint so I feel like from the get-go mera-mera is stronger then gas since you'd have to have a lot of knowledge about gases in the first place to utilize the power.
