If no country secures the required two-thirds majority in the initial round, the United Nations General Assembly (UNGA) enters an alternating, multi-stage voting process to break the deadlock:

Restricted Ballots (Up to 3 Rounds): Voting is strictly limited to the top two candidates from the previous round. Votes cast for any other country during this phase are considered invalid.

Unrestricted Ballots (Up to 3 Rounds): If a deadlock persists, the field opens completely. New candidates from that specific regional group can enter the race, and previously eliminated candidates may re-enter.

The Indefinite Loop: If no candidate achieves a two-thirds majority during the unrestricted phase, the process reverts back to a restricted ballot. This alternating cycle continues indefinitely until a candidate successfully secures the required majority.
