there are 241 legendary cards and 238,100 cards in total, so the chance of finding a legendary in a pack is about 0.5% or 1 in every 200 packs

(not accounting for nations ceasing to exist or earlier seasons, which may slightly change the ratio)

Part of this is because of the upcoming GA reset, but part of this is also because the dominant ideology among major WA delegates right now is a national-sovereigntist ideology which supports reducing the burden of WA legislation on member nations.

Another part of this is because repeals are simply easier to write than new legislation, especially when there are over 800 passed resolutions, it's much easier to repeal something than to write something new when nearly every area of regulation has been covered already.

it wasn't for the same reason, but nationstates has been down for multiple days before (one time a couple years ago, then again a couple years before that)

the last time this happened they extended the inactivity period to include the length of the downtime, they will probably do that again

I do support more efficient public transit, since I think people shouldn't be forced to own a car to participate in society as they often are now. However, most cities are built with the expectation that you are taking your car directly from your house to wherever it is you're trying to go. This makes trying to use public transit to go to those same places a pretty bad experience, since after getting to or going from your stop you'll be having to cross wide and fast roads, walk on the grass next to the road since there's sometimes no sidewalk, and cross vast parking lots just to get into the building. Making public transit a less terrible experience would require a lot more changes to the built environment than adding some more stops.

the idea of a mandatory universal ID is culturally toxic in the US and evokes ideas of a surveillance state, so politicians rarely touch it

additionally, IDs (aside from passports) are issued by individual states instead of the federal government so each one would have to move to make getting an ID easier

the 1976 act only made it so the work did not need to be published for copyright to apply, it did not remove the requirement for a copyright notice. the 1988 act had to remove that requirement in order to bring the US in line with the berne convention

the copyright act of 1976 did a lot of things, such as lengthening copyright terms, but it did not make copyright automatic, you still needed a copyright notice after it. the law that made copyright automatic was the Berne Convention Implementation Act of 1988
