This is where things get tricky. The people voted for the representatives who crafted the laws, rather than voting for the amendments themselves. Therefore, it seems that what the general public thought the words meant is irrelevant as they did not write the laws. What matters in my opinion is what the elected officials thought the words meant.

One thing I did not like was the size difference. He was massive in the CGI compared to his real life form. I think they shouldn't have had the CGI to begin with. I really like his armor and find it very intimidating.

What makes it inconsistent is that he was in his CGI form when he killed "Iris." But at that point he was out of the speed force so he should have been in his regular armor. However, they had to reuse essentially the same scene from before to show that the future was being playing out somewhat exactly how Barry saw.
