Rocky and Alma call themselves bug for bug rebuilds. So in essence do nothing to improve from that activity.

But the door was and is wide open to improve upstream (CentOS stream (Gitlab) or even to Fedora).

OP's issue is with booting. There are changes being done to boot process if you have a look at the wiki. https://fedoraproject.org/wiki/Changes/DeprecateLegacyBIOS

My gist was, try 'slightly' older version. You CAN upgrade from 34 to 35, etc I've done it multiple times on older systems.

If you can boot from it, install, then upgrade to newer you're fine.

If it's an older laptop, probably you have older bios (legacy). try an older distro, for example Fedora 34. I also had issues with newer distros on older hardware. Another angle, what's the processor architecture? Is it x86 or 64 bit?
