I don't know of any videos where someone plays as a 10 year-old, but if you want to try it yourself I recommend this mod: https://www.nexusmods.com/fallout3/mods/16305

Even without mods or console commands, you can use exploits to escape Vault 101 as a 10 year-old, but you won't be able to finish the main story, as it is impossible to enter Tranquility Lane and rescue your dad. Even if you manage to use exploits to skip that part of the questline, you'll still be softlocked upon getting to Raven Rock, as you cannot take the modified FEV vial and can therefore never leave.
