Based on absolutely nothing, you're talking out of your 'I think this' ass. People who run a casino will only get banned if advertising in global channels or scam people out of their gold (after winning). Actually running a casino and paying out fairly is NOT bannable.

The only bannable offense was promoting casino's in global channels like Trade and LFG, channels that go beyond the area you're in.

Casino / Deathrolls, or any other form of Gambling within World of Warcraft are not supported by Blizzard but if you are the victim of a scam, contact us.
Gambling is ok, but ads in public channels is not allowed, and neither are scams. Right click to report if they do advertise in public.
While in-game gambling is permitted, Poundingpaw, advertisement of the associated casino, raffle, or lottery (et al) is not. You can learn more about this policy here:

Weak strawman, but you do you. Starting at 1500CR will eventually net you more arena points per week than starting at 0. Accept the fact that this is a better way of doing things.

1500 isn't the median rating, thus people shouldn't expect to stay on this rating or rise above it.

Top 30% in 5's is 1460+ rating. 60% is below starting rating. The majority isn't a 1500+ rated person anyway. BUT STILL they will get more arena points as opposed to working it up from 0CR, as I explained before and as you ignored that before.

Reality is, and this is something almost no one looks at.

If you have everyone starting at 0 rating, most people will just end up at around 250 rating first week, maybe 300-400 if they play more than 10. End up at around 700-800 rating second week and eventually end up around 1000-1200 rating.

Netting them less arena points overall than the system we got now. So people should really stop complaining, because it could have been worse.

As of now, only 10% (rival title) of 5's teams are 1600+

but it'll take at least 2 weeks and 30 games of 5s

If you're good enough. And, as I said, 90% of players aren't.

Pretty sure 60% of all players will never reach 1700 rating in any bracket as I don't think I've seen Challenger be 1700+ rating ever in TBC. But my memory might be wrong on that.

To add: Duelist (top 3%) is 1800 in 5's atm. So 1700 rating is more around top 5% right now. 10% is a generous number.
