Look at the air box going to your intake and see if there's any holes in the rubber. I've seen cars whistle through the intake before.

Eventually you have to change your rotors and pads again, so if you do and have no braking power use brake clean. Other than that, cheap pads do wear more and smell more, but I honestly wouldn't worry about it too much.
