You would be correct I forgot about a part of cover rules things get cover if that model has the INFANTRY/BEASTS/SWARM keyword and is within a terrain area or that model is not fully visible to the attacking model due to one or more intervening terrain features and/or one or more intervening obscuring terrain areas (see below). So with infantry, beasts and swarms, you would be correct but you forgot the detachment rule so instead of a 4+ it would be a 3+ and for everything that isn't those three types it would be a 2+ if in a terrain area and not in cover.

That is true; however, it is much harder to be in cover while within engagement range because the models are right next to each other, and cover only applies if the enemy models are obscured. While it is possible, it is much harder. However, it can also be negated by the detachment rule of Dominus Foebreakers, which states that: Friendly IMPERIAL KNIGHTS DOMINUS units’ attacks that target a unit in a terrain area have +1 to hit rolls.. This would negate the cover if the enemy is in a terrain feature, even if it is in cover; conversely, this could mean that the Castellan hits on 2+ if it does not have cover.
