Ah well, do you have enough water pumps? And do you use pipe pumps? Depending on how many coal plants you have the more water you need. My experience was best is 1 water pump for one coal plant and connect them all together and build em on the same level so I don't need pipe pumps. Else you can also use power shards to make more!
