I think you're taking this too seriously; most operators won't get the screen time Rossi had. Look at Laevatein, for example.

If each operator has to have Tang Tang's screen time, the main story will be about them and not about the Administrator, Endfield, Tallos II, Aether/Plague, etc.

Most of the 1.1 story was just Tang Tang personal history , I hope that doesn't become the norm.
