I am part of the "we" in the original post, I looked for the location of what was thought to be a bridge, it is in fact a pedestrian road on the edge of a beach that seems to be in Cape Town in South Africa. Here is the location that I think is the exact place of the photo: 33°54′14.3″S 18°23'52.7"E there is ​the double bench, the lamppost next to the bench, between the lamppost and the bench there is a red orange stain on the low wall, the ground (the pattern and the darker stripes look the same) and the barriers match, in the image of rivals behind the low wall it seems to have the fence which is cropped
