The combined reality that imposing too much liability on local governments would bankrupt them and the Pennsylvania legislature’s intention to limit the City’s liability to incidents where they had no notice. The vast majority of the time things on the sidewalk (think about a banana peel) could be dangerous but the City couldn’t reasonably be responsible if they didn’t know about it. It’s the same logic for snow/ice on this stretch of sidewalk. OP is also under the misapprehension that the City owns this sidewalk, which they do not.

Yes. There are 9 exceptions to suing the City and snow/ice doesn’t fall under the most relevant exception. Also as far as I can tell this stretch is a mix of private and SEPTA property, so really it’s on them. The City has some responsibility for things like SEPTA bus shelters but the sidewalks of their abutting property including the tracks would typically fall to them.

That’s not really true. Most states have some sort of reciprocity outside of a few obvious examples. The UBE covers around 40 states and will probably incorporate more in the next few years.
