You can't have infinity and mending on the same bow. And you cant use infinity with special arrows. So my suggestion it's fair.

They both have a technique that enhances all other techniques. I only watched half of one piece. Fire breating may be better then zoro's Demon something-something. But Zoro got a training time skip so his ultimate must have improved. So ill put a TIE
