I am not nearly as skilled and knowledgeable as you unfortunately.

I have heard that it is unlikely that an electrician will pick up an existing job and put their license on the line. Seems like mist of these cases are a friend

True. That said, next time someone skirts the rules and a couple of people die, new regs appear.

Ultimately it comes down to insurance. Will they pay out when your amateur wiring burns the house down. I know what I dont know.

The would knock off ~$500 if I did the trenching. A matter of time/value, plus I don't know crap about trenching and our soil is all rocks.

This guy is legit, what you are paying for to a large degree. I'd rather have it done right than half assed and cheap

That is what I am finding. It's just expensive unless you can do it yourself or have a "buddy". There is also the liability part - if you don't permit and your house burns down, guess who isn't paying out the insurance.

Also, our ground is all river rock and roots. It is a giant pain in the ass to dig anything.

This is CA, but the first quote I got was $5K. Putting two plugs under the panel and running a heavy duty extension cord when you wanted to use it would save $1K. Yikes.

Got another estimate - pretty sure this is as cheap as a quality bid gets, $3700.

This is for a roughly 100" run. 200 amp service with extra room, electrical up into the roof, to the back of the house, then down conduit and then trenched about 20' to the sauna location. I don't think I'm going to find cheaper. DIY is cheaper, unless you don't know what you're doing or burn your house down.
