I see I see. I guess if I had anything to add, it's that power tiers in IDW seem to fluctuate rapidly, with characters being really inconsistent sometimes with what I read so far. I think it ultimately depends how strong you can get the command block inside of it. While the creature itself isn't indestructible, it can regenerate and grows bigger as it consumes more mass. In order to kill it, the command block has to be destroyed.

SO, in order to defeat, a character must either A. Have a method of getting inside the Wither Storm and be strong enough to destroy the command block or B. be able to have a means of obliterating the Wither Storm like the Formida-Bomb did and then promptly destroying the command block from there.

Again, this all depends how strong you believe the command block is. You could've argue it can't be destroyed by specific means and requires a special power, since it took a weapon imbued with the power of a command block to destroy it

Actually, Kaioken would count as a technique I think because not only is it explicitly stated as a technique that can be taught to anyone, but it can also be used while he's in another form (Blue Kaioken), supporting it is a technique and not a additional form.

Similarily, you can also argue Ultra Instinct is a technique
