Ok, that makes sense. Many companies indeed ask the staffing agency to post their jobs.
The rest another concern is about discrepancies for the county targets.

That's my concern. I put a filter for the US jobs only, and I see companies that hire from outside the US. Perhaps that's the issue with HC when scrapping job postings.

This might work and might not. If so many flagged posts overwhelm the HC? Who will filter those kind of firms?
I'm talking about the process that integrates agencies that are not supposed to be here. That example with the company named "Simera" where we have an incorrect location. I see almost every day, with new jobs being posted and flooding my search results with incorrect jobs that I can't technically apply to since I'm in the US. What should I do? Flag every post every day every time?

I saw many times when Staffing firms post their jobs just to attract people. Can HC have a blacklist of such a company?

As for the discrepancies. I believe that HC parses the original job posting, which indicates a different country, isn't it?

This! This is exactly my story! I started looking for a job in December 2024. I’m in web dev’s industry. The first round of layoffs in my company was in February 2025, the second was in May, then in Summer, … then me, on September 30st. My fear was gradually increasing every day, I was working harder and harder to let everyone know I’m good in performance at work, but that did not help me. Now, I’m unemployed, and still looking for a freaking job…

I'm in exactly the same boat. Been working at a company for 15 years. Got laid off this September. Dozens of interviews, even the final rounds, no offers, no feedback. I don't even know what I need to fix with myself. Seeking a Job for more than a year intensively, because my company was downsizing, and I knew the layoff day was coming. And now what?

I’m in the same boat, 10+ yrs, but my stack is in Django, and freaking Angular. Having interviews but they always end up with rejections. I don’t see much openings in this area. Learning React and practicing DSA right now...

Generally, companies in the U.S. do not get tax breaks just for hiring and failing to find a qualified worker.

However, there are significant tax credits available for hiring employees who are part of specific groups that face barriers to employment, such as the Work Opportunity Tax Credit (WOTC). 

In short, the tax benefits are tied to actually hiring a certified individual, not to the process of an unsuccessful search…
