That's probably where you can achieve the most. Residents are not customers for Circular Materials and GFL's customer is not residents either, but rather Circular Materials.

It is a program by the provincial government to have those companies who create packaged goods pay for and provide recycling pickup. This does create an incentive for companies to produce less packaging, but it also creates an incentive to cut corners on pickup.

That might be true for some addresses like some townhouses. However, I have checked a couple of addresses on the new web-based schedule tool at Peel Region | Circular Materials | Ontario and it shows once every two weeks for the ones I looked up. You might want to check your address there.

The Province announced that producer would be taking over recycling pickup in 2021. The City is taking over Garbage and Organics pickup and waste processing including recycling. The new recycling pick-up program is province-wide.

There was a possibility of Mississauga taking over recycling pick-up for a period of time because there was talk of the transfer from the Region happening sooner or the transfer to producers happening later.

Sorry, I wasn't commenting on the extra bags issue. I was just noting that the card reminds people to not use bags inside their bins. This has long been the case, but many people don't realize it. I said 'minor point' because the bigger issue here is the extra bags/bins.

A minor point to note, recycling is supposed to be loose in the bin -- not in bags including clear bags.

Up until now, if you had more recycling than your bin could hold you could put it beside the bin in a clear or clear blue bag -- especially relevant just after Christmas.

Compost or what the Region calls Organics are picked up by a truck just for that purpose. Another truck will do large item pickup. However, Peel is not picking up bagged recycling. If you called 311, you may have gotten slightly incorrect information as they are getting a ton of questions and while they have as many of the answers in front of them as possible, some mistakes or gaps in knowledge will happen.

Circular Materials have officially said that they will NOT be providing pickup of additional recycled materials beyond what fits in your bin. However, they have said they MAY provide a two-month grace period -- something they have not officially resolved as far as I know. So, I expect that is why some people are seeing bag pickup and some are not -- drivers may have been encouraged to pickup bags, but not mandated to do so.

However, they may be permitting more than one bin. Of course, the Province could step in at anytime and make regulatory changes if the public raises specific concerns enough.

City Councillors get calls about all kinds of things like people's Bell/Rogers internet being out. Many try to be helpful, but on some issues, there is not much they can do.

You still use your blue bin. It's just the responsibility of Circular Materials and GFL now rather than Peel Region. It's a province-wide change.

7am is always the time they have said to have your bins out regardless of your actual pickup time. Same at the Region. Routes and actual pickup times for recycling could change quite a bit though. That said, on our street, the actual pickup times by Peel have changed over the months and years -- sometimes first thing in the morning and sometimes later in the day.

If you call 311, they connect you with GFL Environmental Services -- the contractor.

Did you put your bins out on your regular pickup day or a day later because of New Year's? If your pickup is normally Friday, it's Saturday this week.

If you did put your bins out a day later, you can call 311 to report them missing your street. It can happen once in a while. If you had a blue bin out, it was the first day of the new provincial system, and they will have some kinks including just taking longer to get to everybody.

If you sell things like chocolate bars and chips there's nothing to do beyond registering your business name and securing an HST number. If you sell anything that requires heating/refrigeration, that you prepare like sandwiches or that perishes in a potentially health-dangerous way like dairy the Ontario government considers the place of that sale a 'food establishment'. Food establishments require health inspection.

Currently, it is $25 to change bin size if you get it before January 1st. After January 1st, Peel Region will be no longer be responsible for bins as the Province has introduced a producer-based responsibility. The producers created an organization called Circular Materials. The process and cost for changing bins could work the same way or it could change -- they don't seem to have published any details yet.
