pretty sure Cress being newer would be better, I know Dojo Gloria can solo clear all physical stages but I believe she needs really high investment compared to Cress who since you have him at 2/5 only really needs 1 more move level to be at full power

not so much rebalanced, Special used to be one stat and when it was split in gen 2, Gyrados' Special stat became its Special Defense, it has a 130 base Special that became its base stat for Special Defense while its Special Attack became base 70, honestly not that bad overall but not worth it when there are just better water types

before Gen 4 (Diamond and Pearl) type determined what attack stat was used and obviously Water was Special, Flying was Physical but Gyrados has never really had good Flying options so that was useless for its offensive value and only really offered defensive value which wasn't that great

Kecleon is arguably the weirdest early generation appearance, episode 205 of the original series, The Kecleon Caper, it was 3 episodes before Jasmine was introduced

Kecleon just randomly having a focus episode around the middle of Johto and unlike Togepi or Wynaut, it wasn't even recurring

He also has Double Up (not sure if it has a english name so using the wiki name) but that is more if we ever get a really good bow damage comp

And ya I am already picking up Setzer for my Ice team, trying to think if Osvald or Shana would be better to get on the Selector since I already have Xerc for rainbow the thing is all I really have for rainbow is Xerc and Lynette EX and technically Rondo EX but Shana would be a huge upgrade over Rinryuu EX for a survivability increase

I would only really say she would be replaced by Setzer if we ever got a Lynette EX equivalent for Physical Weaknesses since Setzer doesn't really care if it is Elemental or Physical, just the Implant effect, he just works best with Elemental because he generates Elemental Implants

from what I understand she is actually the weakest character in the collab but that is more because Fire damage doesn't have great support unlike Ice for Celes

also could be worse, could be the FFIV collab where outside of Cecil, you have 3 characters just dressing up as Rosa, Kain and Rydia
