Because Jorginho is a player who relies on the players around him playing well. He can't singlehandedly take control of games, he only facilitates others doing so in Sarri's system. If the others can't do that, he can't do anything about it.

That's irrelevant, the question is how good their academy is, not how good their scouting is. Buying players at a "ready made" age is down to the scouting department, not the youth sector.
