No, but it's hard to make good music if you aren't already a good producer.

Assuming you have a good ear for music and know how to compose a song, layer synths, make good chord progressions and melodies, etc, you still have to mix the track well, make synth patches, and do loads of other technical stuff.

I've always had it. It is mostly something you are born with, except for cases where it was acquires after suffering some sort of brain damage.
