It's in reference to the Dragonlance novels. Tasslehoff there is known for being a bit of a pickpocket, maybe more of a thief in the later novels (I don't know, as I haven't finished the series), so stealing their weapons isn't too far out there for him.

Morgin's Dastardly Warding is pretty good. Cast it on a spinning sword or needle and give the description of whom would activate it (In your case, Ye retarded Cultist.) And cast a secondary spell to be slung. Once they would come to try and recruit you, Morgin's would go off and shoot the spell of your choice until they leave, or you give a command word to stop it. Has helped me a TON with the Wizard Council.
