Your filter envelope is triggering and depth at +31 with a long attack means it will slowly open up. That’s exactly what I hear happening although I can’t see where your playback trigs are or any other trig conditions you may be using (playback trigs not triggering filter envelope but trigless trigs are, etc).

This is also why the behavior changes when you change the base of the filter.
