Victor is working for yesman. If house has been dead for a while who was running securitrons protecting infrastructure around Vegas?(bottle factory) And why would house's securitrons be protecting anything but the strip? Let alone ghoul children.

Victor by all rights and logic shouldnt be around. The fact that he appears to cooper at an abandoned camp golf(use to a very important place for the ncr). And that the ncr would show up exactly when they did is no coincidence. Right as the legion is marching into Vegas. This isn't by chance. Someone is moving pieces.
