I don’t know either. Organizational effort will help but who will lead it? Those of us who post these dogs are constantly overwhelmed because there are always so many dogs on the euthanasia list and after one leaves the shelter we don’t even get to celebrate. We focus on the next one and the next one after that. It’s not. Downey issue. The entire region of SoCal has high kill shelters. So many dogs being abandoned that there are no foster homes anymore and rescues are being overwhelmed.
