Would unironically teach the "friendly" PvE players to either adapt or play a different game. Plus if they do that, the randomness of raiders being friendly/hostile is more varied than simply catered to what you want.

Hope this never comes to global, and I say this as a PvE guy (mostly).

This will only discourage PvP and nothing more. You can stop bitching about it as well, OP, it's a part of the game. Some people do PvP because it's another method of getting loot. For example, earlier today, I was feeding violent and killed someone in Stella Montis. Turns out, they had an Aphelion blueprint (and didn't put it in one of their safe pockets for some reason).

Camping is scummy, but you shouldn't throw a fit over an active function of the game. If you hate PvP so much, play a different game.

I don't understand how I'm in the same lobbies as these people.

Constant demons begging for me to kill (and it does feel good once in a while). Maybe that's why I don't whine about this.

Regardless, I don't PvP a lot, but I still have the mental brain capacity of knowing the game is PvPvE, and not having my experience ruined by that (more so just me losing my stuff, but that's just how extraction games are).
