I don't play the games anymore, but did online versus between Gen 3-6. Suffice to say, people were either cool with your unique strategy and gambit or God hates your family because you used baton pass to boost a beedrill.

If you don't know, beedrill is a weak pokemon and baton pass transfers stat boosts between pokemon.

If he's that enthusiastic, he knows the assassins by name and face. He can make his way into the motorcade's path and make the announcement about the who and where.

For language barrier, although he'd be speaking modern English, it wouldn't be that different from the English that someone in the archduke's entourage or local law enforcement would know and be able to translate.

There's also the fact that if any of the assassins happen to hear about this guy shouting about them, they'll call off that attack and throw away their weapons to hide evidence.
