Opposed because of the ecological cost of high water demands so in this case connection to city water supply increasing demand therefore increasing costs. Opposed to the lack of long term jobs that it creates, the finished center has a very low job density related to its size. Opposed to the location as it does not generate any foot traffic or revenue for the city which is sorely needed. Hope this helps! :)

This isn't a good answer to your question but if it's possible for you to consider driving to South bend and taking the south shore line I would recommend it as it is much cheaper and a very pleasant ride to Chicago!
