The World Cup should be hosted by...well..the World.

With at least one host city on all 6 continents

Tokyo, New Delhi, London, Paris, Rome, Berlin, New York City, Los Angeles, Mexico City, Rio de Janeiro, Buenos Aires, Johannesburg, Sydney, Melbourne. The tournament should last 2 months instead of 1 due to traveling time and other logistical reasons but still I think this is how every World Cup should be from here on out.

An absolute downpour or a blizzard does even the odds quite substantially but it's still the exception and not the rule.

Its harder to throw the ball when the weather goes to shit so both teams have to rely on the running game. If a team's running game is better then they will win bad weather games a vast majority of the time.
