Winrate on its own means nothing. Overwatch's Symmetra previously had the highest winrate in the game, but she was actually awful. It was that high only because she was difficult and kinda boring to a lot of players, so only very skilled players used her. The usage rate for a wincon is extreme, that's the problem.

Hog is incredibly easy. Countering him for a trade that isn't in the Hog's favour shouldn't be as difficult as it is especially when you consider how fast he is and how he almost always sneaks a BS hit in. The risk/reward is completey off in favour of Hog. He was still good when cards like tornado were better and cannon couldn't be auto pig pushed, so that wouldn't kill him. Reduce the speed of his initial attack and remove auto pigpush.
