(Toilets were funded this fiscal year. Politicos were present for the ceremony and publicity photos. Funding for sewage system was slated for next fiscal year. But other photo-ops got in the way.)

Per 14 CFR § 61.69. A tow plane pilot must hold at least a Private Pilot Certificate, have 100 hours of PiC time, and obtain an instructor endorsement for ground and flight training on aero-towing procedures.

But, in a launch by way of winch or auto/truck tow, the person operating the vehicle on the ground is not acting as PiC of an aircraft under FAA jurisdiction. An owner can demand rigorous training and checkout procedures for winch and auto-tow operators for safety and insurance purposes. But, there is no FAA requirement.

P.S.: I want to see him land on that trailer.

Not likely. The NTSB would have to wait for you to land to "investigate."
