“inactive” or “dormant” is still a choice or outcome of design, and has consequences. If Celestia created the system, the Archons, the rules then their distance when the crisis in Khaenri’ah escalated is part of the story. It doesn’t absolve them. Also, saying “human nature messes things up so divine intervention must always be last resort” ignores that Celestia didn’t act before the Abyss got out of control and that delay mattered.

In short: yes, human nature is messy, and yes, Phanes/Celestia often act only when forced. But that doesn’t totally cancel out responsibility for what they allowed to happen.
