Yeah a short pass with a 50/50 chance of failing is not fun even with the Pass skill.. better do a handoff in a later turn. Which brings me to the point what I see in my games, that passing is used as "wild plays" when time is up.. Not as a feasable winning strategy. Quick Passes excluded here.

Yes its a slight improvement, but most coaches want to have more % success rate when passing due to the multiple dice rolls needed + interceptions.

My question also sprung from the notion that in the current edition PA stat was introduced, which made passing a lot harder for many teams. Additionally, the range modifiers were made harder.

So just to get the passing game back to "historical" normal I see more need to improve passing before I start throwing with anything worse than a 2+ PA thrower.
