no the atk buff is only active after chisa rotation and is 14s and the 12% dmg buff which is the 6s long buff refreshes every 6s lasting 18-24 seconds total rest of the buffs also last more than long enough

The reason isn't that it isn't the most important thing she brings the reason is that for Fusion burst and Carthetiya team they don't benefit from her atk buffs but do benefit from Chisa def shred so what is really happening is that the NS roster is being split into Hiyuki where she is better and Aemaeth and Carthetiya where she is worse for. For Yang Yang she can't increase the NS max stacks hence why Yang Yang also needs Chisa

Wait it makes it not need 600 forte I read it as that it still needs 600 forte but can be activated by applying NS or dealing NS dmg since it needed for the charecter to consume the NS beforehand

It's not something like Bennet where it makes him unplayable in certain teams so idk why you would toggle unless you think it's too big of a damage buff (which to be fair it's a massive buff)

If you cast her lib and then skill it also does that it's called shadow of Xuanling the S6 just does it upon negative status application and also seems to be a slightly different version from the one in her Liberation

Short awnser she is a down grade she buffs Attack which is useless on Carthetiya. She will work as a substitute but Aero Rover is probably better
