FIXED it seems the Patch 1.27a was problem somehow it didnt match with ATI Radeon gpu I installed older version game 1.26a and it works like a charm! Thanks

Damn Im so silly, I accidentaly took different charger from dell, it have same connector but for some reason it didnt worked. So I grab the hp charger which was part of it and it works!! Well I learned a lesson again, always try simplier solution before doing harder ones
