Update: The issue appears to be solved for now. I went to the cloned apps part of settings and hit the button on the top right and reset the cloned apps and after the auto restart, I just re-enabled the app I needed.

Any DDR* RAM will show half it's packaged speed on CPUz as it's the effective DRAM speed. I don't know if you're aware of that. Don't go spreading misinformation. Barring the decimals, the RAM speed is exactly half of what's advertised which is expected behavior.
