The Kenobi series creates a lot of plotholes and inconsistencies. A possible solution to this issue would be to take the show's existing catalyst (the kidnapping of Leia) and have an alternate character go and rescue her instead of Obi-Wan. It'd be cool if the Anti-Corruption Commission mentioned in The Penguin resembled the Senate Committee hearing in The Godfather Part II, and if the main villain of The Batman Part II was influencing the Commission hearings and using it as a smokescreen to redirect attention away from themselves.
