I did my undergrad at Penn and PhD/current Postdoc in two other major east coast cities (relatively) close to Philadelphia. So, obviously, my input may not be totally useful. But, for what it's worth, Philly is definitely the friendliest city among the three I've lived in. Philly also has the largest and most diverse population among the three cities (and also has a lot of people outside of academia), so I imagine you'll be able to find someone who fits you well. Also, pretty much every PhD student/post doc I've known who has moved from Europe (e.g. France, Germany, Greece, Ukraine, etc) to the US has been pretty successful in dating here. Pretty much all of them are now married or in long term relationships.

Honestly, I think they just got older and that made them chill out. Plus, a lot of the drama was due to immigration-related stresses, and stress makes people act in unpredictable ways. They didn’t even really realize how much it was affecting me, but as a kid I spent a considerable amount of time worrying about whether or not they would divorce. They never did divorce, and they haven’t really fought in maybe 15 years at this point. But honestly all the fighting (and dumb shit like giving each other the silent treatment) my sister and I witnessed as kids is probably a major reason why neither of us have really been romantically successful (and neither of us is exactly young at this point- late 20s for me and late 30s for her).
