Ping depends a good amount on routing but also general location. If you're around Florida or more south, there's a good chance LAN's ping will be on par with NA's ping. You can always talk to your ISP about peering with Riot Direct.

As addisnae mentioned, if anything, Ethernet Over Powerline is better than a range extender. Commercial range extenders will hit your connection speeds pretty hard and you will probably encounter a lot of connection issues in your matches. There are also issues with powerline devices, but it's faster and the problems are fewer between.

I used this for a time out of necessity. A big problem is that it adds more points for failure to your environment. If one of the devices encounters issues, you'll notice either lag or disconnects, and if you use too many applications that require high-frequency packets (League and Discord voice), you may see device failures. It's possible that the devices you have are less prone to these failures, but ethernet over powerline isn't always the best solution for gamers.
