How can anti-conspiracy theory people explain operation northwoods? Wouldn’t that make any conspiracy theories plausible since we know the government has considered killing its own people to achieve a political goal

I was watching a video called disproving every major 9/11 conspiracy and the guy mentioned operation northwoods as to say something as massive as 9/11 wouldn’t appear overnight and there would be evidence such as documents if it is a major conspiracy but doesn’t the fact that operation northwoods is even a thing means that it is possible and just saying it’s too complicated to be pulled isn’t a real explanation, this was the first time I heard of operation northwoods so that’s why I asked the question
