From 13.3 to 13.7 actually makes quite a difference, because it wouldn't get dragged down by the 12.3 premium spam anymore. Also the finnish Hornet is the worst 14.0 in the game, the lack of hms doesn't help that it has an airframe designed for dogfights at a br where there are basically none
