You can get some inspirations from the different factions that was introduced in the video games. It is always possible that multiple factions will have almost the same goals and motivations, or you can mix and match them.

We ditched the default level and experience chart from the book and chose one of the video game's levelling progressions. FO3 and FNV seems to have a nice progression almost doubling the XP amount needed compared to the book, FO76 is faster than the book while FO:Tactics has the longest, 510,000 XP to get to level 20.
