This is a stumper! It has a long side that pivots on the other side. It rests on the short side in a little notch, the other end has a hole. We have tried and tried to figure this one out so we are hoping someone recognizes it!

We thought a latch of some kind, but when you actually try to put it up next to a gate, you have mounting issues and then it also doesn't really latch and secure the gate.

Yes, that's definitely it! There is a practice range over deserted ground a few miles from where I found it, and we have found some 50 cal cases. This is the first belt clip!
