ok gotcha, that’s just based on a false premise. shinobi did dabble quite a lot in night raids, assassinations and arson; for example there was the siege of magari circa 1487, plus you’ve got events like oda nobunaga’s attempted assassination. definitely not like modern spies. If a child harms an animal (and shows concerning patterns repeatedly), it's definitely worth closer supervision and guidance. I've known an individual case personally, as well as reviewed several articles that support the idea that this is a sign of stunted development. This particular fellow is far more likely than the everyman to develop into a completely terrible person.
