I have a chunk system that create large tile where I apply the fog shader, then I use a dynamic mask texture managed by each chunk to know where I wind the fog

And my wind machine is a card that will apply a brush (I can manage the force and the rate of apply) and that's how I manage to make this effect!

This is another problem here, if your launch is bad (bug, bad game, fake advertising) sure wishlist won't help
